MEDICAL COORDINATOR SUPPORT

MEDICAL COORDINATOR SUPPORT
Based in Jerusalem office, flexibility for frequent trips to Hebron and Gaza (depending on the permits possibilities)
OBJECTIVE OF THE POSITION:
Supporting the Medical Coordinator through delegated tasks and responsibilities including administrative tasks related to the coordination of work, ensuring good relationships with local and national authorities and ensuring adequate program management in the projects, according to MSF protocols, (para)medical standards, rules of hygiene and the standard precautions in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health conditions of the targeted population.
JOB PROFILE:
Main tasks
- Monitoring, supervising and evaluating the implementation of medical activities in the project, visiting projects according to present schedule and participating in defining the human resources needs, materials and techniques. Assisting in the implementation of MSF protocols, (para) medical standards, the rules of hygiene and universal precautions in service.
- Applying the employee health policy and participating in the evaluation of hospital structures that can serve as reference structures for national and international staff. Participating in the medical monitoring of MSF personnel and overseeing all medical expenses associated with various consultations and hospitalizations in collaboration with the line manager.
- Assisting in the collection of information on national health policy (meetings, reports, articles, etc.), collecting and participating in the analysis of epidemiological data (meetings, reports, articles, etc.) from the projects.
- Ensuring medical follow up of patients (treatment, improvement) in collaboration with the medical referent of the health structure and overseeing all medical expenses associated with the patient, in collaboration with the supervisors. Organize the administrative and medical information (reports, ongoing treatments), the discharge of patients and return to their homes.
- Supporting and supervising the project teams and participating in the management of the medical team in the capital (recruitment, training, monitoring their work, vacation planning, assessments, etc.). Participating in briefings and debriefings of the (para) medical team members and promoting communication and active participation in the development of the project.
- Participating in the management of the central pharmacy, advising and guiding the logistics team in the mission of drug stock management. Organizing the start-up, inventory and management of operational medical library according to the classification plan.
- Participating in the data collection and management from the projects as well as preparation of monthly, quarterly and annual reports and organizing · data archiving and medical reports in the project.
Being focal point for National Staff Health (NSH) according to the National Staff Health Policy (NSHP):
- Be the focal point for national staff health ensuring the correct implementation of the National Staff Health Policy in the projects Gaza, Hebron, and Jerusalem.
- Be the focal point of the national staff health in Jerusalem, receive and review the medical expenses associated with the staff health policy and keeping close control ensuring the proper use of resources.
- Be the focal point of the national staff from Gaza (while no medical staff is available in the project), receiving the sick status information by WhatsApp and guiding the staff according to the health policy for the needed steps to follow.
- Receive and review the medical expenses from Gaza staff associated with the staff health policy and keeping close control to the resources needed.
- Present the revied medical claims for final validation and signature to the Medical Coordination.
- Support Hebron project (PMR) with the NS health climes review and archive (final validation is under PMR)
- Ensure all the staff in the mission are vaccinated and continuously update their vaccination status and deliver the report to the MedCo.
- Participate in the revision of the national staff health policy and the referral policy on annual basis with the help of the MedCo
- Conducts health education sessions to the staff in Jerusalem, Hebron, and Gaza regularly, tackling issues that concerns the staff as well as preventive measures considering the seasonality and diseases trends
Being Focal Point for New Arrivals:
Participate in the evaluation of hospitalization facilities which could function as reference facilities for national and international personnel if needed.
Supports in the follow up of the international staff health
- Health briefing for the newcomers
- Ensure the reception of the Health Files of every newcomer and share with the PMRs the once from the staff located in the projects.
- While no OCBA medical staff is present in Gaza, direct communication with OCB MedCo for IS health issues.
- Follow up and support to IS when sick based on Medco’s request
Being Focal Point for the medical library set up and follow up in the mission (Jerusalem and supporting the projects):
- Ensuring the location of the books and reporting loses on time for timed and effective actions.
- Updates the inventory and place the order in collaboration with the PMRs and the MedCo.
Support to Medical Activities:
- Prepare and conducts trainings when needed as per MSF/MOH protocols under the supervision of the MedCo/PMRs (depending on the location).
- In support of the medical coordinator, represent MSF in meetings or with different stakeholders.
- Assist the MedCo in the stakeholder mapping (organigram of MoH etc.)
- Participate in the assessment of medical facilities and field/ project assessment as per requested.
CANDIDATE PROFILE:
- Medical Doctor diploma or equivalent in a related allied health
- Training or experience in public health
- Emergency experience
- Minimum 2 years experience
- Excellent command of English. Arabic and Hebrew mandatory
- Essential computer literacy (word, excel and internet)
